
European Urban Resilience Forum 2024: Connecting Cities, Building Resilience, Forging the Future

The 2024 edition of the European Urban Resilience Forum (EURESFO) will take place on 26-28 June in the European Green Capital 2024, Valencia, Spain.
Since its creation in 2013, the European Urban Resilience Forum (EURESFO) has become a pivotal space for city representatives, experts, and stakeholders to converge and tackle the challenges posed by a rapidly changing climate and multiple crises. As we gear up for the 11th edition of EURESFO, on 26 – 28 June in Valencia, Spain, the stage is set for an enriching exchange of ideas, solutions, and strategies.
Organised by ICLEI Local Governments for Sustainability and the European Environment Agency (EEA), it has been acting as a unique exchange platform in the field of resilience. The event brings together city representatives, experts, and stakeholders from local and regional institutions to discuss strategies, initiatives, and actions affiliating to climate change adaptation, disaster management, and the cultivation of urban resilience.
The 2024 edition of EURESFO will be built around three key thematic streams and forth special thematic stream, each addressing crucial aspects of resilience, sustainable development, and recovery. The first stream focuses on multilevel governance, cooperation, and the imperative of a just transition. The second thematic stream delves into water resilience and the promotion of the Blue Economy within and beyond the Mediterranean region. The third stream aims at enabling the transformation towards resilient, adaptive, and climate-neutral cities and regions. The fourth special stream focuses on building resilience in fragile settings and bridging the gap between humanitarian response to post-conflict resilience and recovery.
Again in 2024, EURESFO will maintain its characteristic informative, open, and interactive ambiance, upholding its ‘PowerPoint free’ format. Participants are enthusiastically invited to share their experiences and perspectives on an array of topics that delve into the challenges inherent in urban resilience planning and implementation.

Advancing coastal and water resilience in the EU: encouraging the implementation of multi-level Decision-making frameworks
Enhancing water resilience across Europe requires the analysis of coordinated decision-making frameworks for water management spanning local, regional, national, and broader levels. This panel discussion will explore how multi-level decision-making can support robust, integrated, basin-scale understanding and coordinated actions for watershed restoration. This will be analysed through the experience of the Municipality of Draz (Croatia) within the EcoDaLLi project (Danube Lighthouse Coordination and Support Action). This initiative aligns with the three main objectives of Mission Ocean and Waters 2030, focusing on biodiversity, water quality, and blue and circular economy.
In parallel, Central Denmark is advancing the integration of Nature-based solutions within the Atlantic biogeographical area through their participation in NBRACER. This project seeks to implement multilevel decision-frameworks to enhance climate and water resilience across coastal, rural, and urban landscapes.
Moreover, existing planning tools that support these multi-level decision-making processes will be discussed. For this, we will showcase the CoCliCo digital platform for coastal climate services at PAN European level and its role on the path of the City of Barcelona towards coastal resilience. Additionally, the need of capacity building to enable decision-making will be highlighted through the UrbanbyNature Program, a digital platform that facilitates co-creation approaches, structured under a 7-step planning methodology
